Jamaica has exports, mainly crime and narcotics. Tourism is another boost to their economy. Politics can get nasty. Politics do get nasty. Politicians used to give their men M16s. Now they issue Kalashnikovs which are more reliable but either can kill. They had an exciting election in 1980 with some 800 dead - see Michael Manley's Wikipedia write up on the point. They stopped hanging murderers. Now the police do it the easy way, the quick way which means lawyers do not make money out of it.

In 2010 there were 1,430 murders in Jamaica, all unseen from the fenced-in, luxury hotels visited by over 100,000 British holidaymakers..........
He added that although legal executions no longer take place
in Jamaica, many insist these have been ‘replaced by extrajudicial executions
carried out by the police taking the law into their own hands’. ‘............ He makes it clear that while some violence in Kingston is
related to drugs and other criminal enterprises, it evolved from politicians
arming communities loyal to them against other neighbourhoods.

Killing them on the street is quick and very cost effective. Cases could once be
referred all the way to the supreme court of the empire which is called the
Judicial Committee of the Privy Council. Now it is a 9mm or .223 round
costing maybe 20 pence.
Politics In Haiti
Have something in common with Jamaica's politics.
They are pretty much all black. The problems follow. NB that now in February
2011 Haiti is still suffering from the aftermath of their earthquake of January
2010 with no end in sight.
